AG Holder's plan to fix gerrymandering

There is more attention on our work than ever before -- but it only matters if we can execute our strategy in the states.

AG Holder on The Daily: "Let me give you a really concise legal analysis here: The Supreme Court blew it."

The story starts in 2010, when the morning after the midterm election President Obama described the Republican wave as a "shellacking" -- but as Eric Holder said on The Daily earlier this week, we didn't quite understand what that shellacking was going to mean for the redistricting process in 2011.

Fast forward to now, when we can clearly see how those 2010 results allowed Republicans to gerrymander districts in a way that preserved their power despite last year's wave election:

  • North Carolina: Democrats nearly won the popular vote, but only won 23% of the seats in the congressional delegation.
  • Ohio: Democrats only hold 25% of House seats and didn't pick up a single new seat in 2018 -- despite winning almost half the popular vote.
  • Wisconsin: Democrats won 54% of the vote, but just 38% of the House seats.
This is all a function of the lines Republicans drew in 2011. We cannot afford to let Republicans manipulate maps again in 2021. That's why Attorney General Eric Holder and President Obama are committed to a fair redistricting process -- and why we launched All On The Line to make it happen.

A few weeks ago, the U.S. Supreme Court ruled that federal courts cannot limit partisan gerrymandering. It's a decision that will impact our country for a long time.

But that ruling can't stop citizens from doing what it takes to protect our democracy and ensure that the rules of the road are fair. At the end of the day, it's up to us.

And that's why, after this decision, All On The Line's work at the state and local level has never been more important.

This movement has never relied on one person, one moment, or one court decision to improve our democracy. Making progress like this demands people from across the nation coming together, rolling up their sleeves, and doing what's required to create a better future.

And that's what we need right now. We have a broken system that allows politicians to manipulate districts that prioritize their party's political power above all else; a system that undermines the very idea of "one person, one vote." They're deep, structural problems, and our efforts have to be strong enough to meet the challenge.

This kind of change can only come from the ground up. That's why All On The Line is building a network of folks like you who will hold elected officials accountable, demand local legislation supporting fair maps, and ensure a fair and accurate census count.

If we do that, we'll be on our way to a system where everyone's voice is heard.

When we launched All On The Line earlier this year, it was just me, a few scribbles that I called a plan, and the faith that this movement would pick up the torch to tackle gerrymandering. Now our team has grown to a dozen staffers across the country who are ready to organize the fight for fair maps. This is all thanks to the support of folks like you who believed in this cause and donated.

I know the dream I have to end map manipulation is possible because we've done this type of work together before. First, we find a strong base of support. Then, we build strong neighborhood teams that organize their communities in support of progress. And in 2021, we mobilize to hold map drawers accountable.

Our new Training Director, Mallory, reached out last week with details on how we're planning to make this dream a reality. She set an end-of-month goal of raising $50,000 for our training program so we can recruit, train, and organize our volunteers. Can we count on your support to reach our goal?

I was lucky enough to be in Chicago when President Obama said in his farewell address that if something needs fixing, we need to lace up our shoes and do some organizing. I heard him loud and clear. It's no secret that gerrymandering needs to be confronted -- now it's up to all of us to step up and fuel this organizing movement for fair maps.

Hey Team -- I'm Mallory and I just joined the All On The Line team as the Training Director.

When we say we're building a strong grassroots movement across the nation, we mean it. The All On The Line team is growing and we have folks on the ground across the country who know your states, know the redistricting landscape, know the path to creating real change.

That's why I was so excited to kick off my new role here with an All On The Line team retreat! Our team, including folks like Liz from Wisconsin, Gen from Texas, and Theron from Georgia, came together this week to map out our game plan for fair maps.

There's not a one size fits all solution to fixing gerrymandering that will work in every state. But across the country, there's one thing that remains the same: grassroots organizing.

When President Obama called on you to help build a movement for progress -- whether to expand access to quality, affordable health care, or fight for common-sense gun legislation, or take action to combat climate change -- you answered the call. So, you know better than anyone the impact organizing can have, but also how much a campaign depends on regular folks to volunteer their time and donate money to train, recruit, and mobilize its volunteers.

I have big plans for our training program. I want to help educate as many folks as possible on the basics of redistricting and the tactics we'll be using to build a movement and hold elected officials accountable. Earlier this year, the Supreme Court had the opportunity to put guardrails on partisan gerrymandering, but as AG Holder said, "Let me give you a really concise legal analysis here: The Supreme Court blew it."

The Court's decision means it's up to all of us to ensure the redistricting process is fair and representative of our communities.

History will not be kind

The DNC is the only party committee tasked with winning the White House and seats down the ballot, so every dollar you are able to give will immediately help elect Democrats everywhere.

Our political system is being tested right now: We cannot afford to take this moment for granted.

With Donald Trump at the helm, Republicans and their conservative majority on the Supreme Court have torn at the fabric of our democracy and put the interests of politicians ahead of the voices of everyday people. Electing Democrats who will fiercely defend our democracy -- from the state house to the White House -- is the best way we can take our power back before the redistricting process in 2021.

Your voice in our democracy is at stake. If Republicans keep their stranglehold on state legislatures, they will have free rein to continue manipulating districts however they want with a green light from the Supreme Court.

President Obama recently called on you to support the Democratic Unity Fund -- a fund dedicated to supporting our eventual nominee for president and Democrats up and down the ticket. Today I am following up on that request and asking you to make your first donation to the fund before Wednesday's critical deadline.

Make a $3 contribution to the DNC's Democratic Unity Fund before Wednesday's deadline to help elect Democrats up and down the ballot and in every corner of our country.


The way I see it, our party only has one way forward: Democrats must invest in, fight for, and win everywhere. At every level, in every district, and in every ZIP code.

I have seen what the Democratic Party can accomplish when we work together. Last cycle, we flipped seven governors' mansions and hundreds of seats in state legislatures together -- but we still have a long way to go. We have to keep investing in and winning state and local elections to make sure Republicans can't manipulate the maps to lock in their political power again during 2021 redistricting.

What's at stake right now is more than just the presidency -- the balance of representational power in this country for the next 10 years is at stake. Now, more than ever, we have to roll up our sleeves and defend the very foundation of our democracy. The voices of millions of Americans depend on it.
